Description

Steps to reproduce:
1. Run the attached SWF or compile and run the attached MXML file
2. Click the mouse in the Border's content area
3. Click the mouse along the Border's border

Actual Results:
Mouse events are only received when the mouse is clicked along the Border's border

Expected Results:
Mouse events should be received when clicked in the content area
