Description

Steps to reproduce:
1. Run the attached SWF or compile and run the attached MXML file
2. Mouse over the content area of the Border

Actual Results:
The toolTip does not display from a mouseOver of the main content area. With Spark Panel (below the Border component in the attached example) it does. The Border toolTip only displays when the mouse is over the Border's border

Expected Results:
The toolTip should be displayed in the same way for Border as it is for Panel, i.e. from a mouseOver of the content area
