Description

Steps to reproduce:
1. Set Desktop Appearance - Active Window Border to a higher value, ie. 10.
2. Chreate a chromeless transparent WindowedApplication
3. Maximize the window

Actual Results:
The application gets cut off on all sides by the number of pixels specified for the Active Window Border. Even by 1 pixel on Windows XP is highly noticable, but with Vista, this is a major issue because Vista has thicker borders.

Expected Results:
Window should maximize subtracting the Active Window Border so the window fills the screen and does not overflow by those pixels
