[FLEX-20329] Preloader background color should default to application background color

Description

In Flash Catalyst, we want the default preloader color to match the user's selected background color for the application. Right now, if the 'backgoundColor" has been set via any UI (new project, import, change artboard properties) we now also set the "preloaderBaseColor" to match the background color.

We think this shouldn't be necessary. If an explicit preloader color hasn't been set, the background color of the application should be used.
