Description

Steps to reproduce:
1. run test app
2. click "minimize" button for the popped up windows
3. click "check width|height" button

Actual Results:
systemChrome window:width=0;height=0
sparkChrome widnow: width=160;height=24

Expected Results:
consistent width/height since the windows are minimized.
