[FLEX-17829] Tooltips do not honor the current scaleX and scaleY property of their parent

Description

Steps to reproduce:
1. Compile attached app (...Flash.mxml is standalone Flash version, other two work in AIR
2. Press the + button to increase scaleX a few times
3. Hover over either button.

Actual Results:
Tooltip text is default small size

Expected Results:
Tooltip text size should scale with font size of application

Workaround (if any):
None. I'm working on patch this afternoon, hopefully.

[evtim]: A possible work-around is to listen for the "toolTipShown" event on the component in question and apply the scale manually, I've added an example in the comments section.
