Description

Steps to reproduce:
1. Compile and run attached MXML file.
2. Hover over the Label so the tooltip rotate in.
3. Dont move your mouse. After 1.5 seconds the tooltip should rotate out and disappears.
4. Move the mouse and hover over the Label again so the tooltip rotates in.
5. Click the Label control and the tooltip is hidden (but doesnt rotate out).
6. Move the mouse and hover over the Label again so the tooltip rotates in.
7. Move the mouse out of the Label control and the tooltip is hidden (but doesnt rotate out).

Actual Results:
The tooltip only plays the hideEffect if the tooltip is visible for the hideDelay.

Expected Results:
The toolTip hideEffect should play every time the tooltip is hidden (regardless of if it was waiting for hideDelay, or the user moused out of the control, or clicked somewhere).
