[FLEX-17379] Extending mx.core.Application causes Flex app to not resize properly

Description

This bug was discovered as a result of the fix for bug SDK15107. See that bug for steps on how to reproduce.
The solution to that bug only allows the child SWF an initial 'RESIZE' event. No RESIZE's after that are received.
This bug can also be reproduced with the sample test app in bug SDK-17882. Just select the first app in the drop-down, click 'Load SWF', then attempt to resize your browser.
