The goal of this issue is to offer an end-user a UI to send a manual SMS message to a all Staff in an Office.
I'm not sure exactly where in the new AngularJS-based community-app such an action would be made available - others should comment.
I'd expect that the looping over all staff, given an office ID, would happen on the server side via a new REST API (although theoretically you could do this in JS on the client-side as well).
