Description
As discussed on the dev mailing list, there's an opportunity to simplify the Fineract Spring Boot configuration by e.g. getting rid of some of the XML files and replacing them with programmatic configuration, or relying on the defaults. Similarly we can avoid managing multiple copies of the same property files and instead use templating to populate the changed values.
