Locale support is limited by jQuery

      Description

      The current internationalization implementation limits localization to languages supported by jQuery datepicker.

      There should be a way to extend this to languages outside this list. Say, for example, a user wishes to support "en-GB". Currently adding and attempting to select this flag results in setting the default language of "en", and the correct flag is not actually selected in the UI.

      This could be improved by allowing the user to select any language the developer provides a flag for. If the webconsole depends on the missing jQuery support it can try to fall back to the nearest language, which in this case happens to be the default of "en".

      At the very least the jQuery version should be updated as newer ones have more complete i18n support.
