Replace bound services if a service with a higher service.ranking is registered

    Description

      Newly registered services that have a higher ranking as per the service.ranking and service.id properties, should be automatically bound to referencing components.

      It looks like this was already implemented (see FELIX-950 and FELIX-1213), but was reverted to follow the spec (see FELIX-1414).
