NPE when trying to resolve invalid fragments

    Description

      The main reason is that the manifest parser ignores the Fragment-Host header if the Manifest-Version attribute is not set, while BundleRevisionImpl#getTypes() returns that the bundle is a fragment, leading a the host requirement not being found in Candidates#populateFragmentOndemand method.
