[ESME-163] Search in the web interface is case sensitive (and not in a good way)

Description

Search through the web interface is case sensitive in a bad way.

Recreation instructions:

1. Create a new message, with body "Test"
2. Search for "Test" - the message is not returned in the results
3. Search for "test" - the message is returned!

This happens because there is a discrepancy between the way that message bodies are normalized and entered into the search database and the was that search terms are normalized to be turned into queries of the search database.
