[ESME-151] POST /api2/user/messages?message=something&pool=poolname&tags=#one,#two drops the tags (when posting to pool)

Description

"message=something&tags=#one,#two" works fine, the message shows
up with tags in the public timeline, but "message=something&pool=poolname&tags=#one,#two" will add the
message to "poolname", but without the tags.
