Implement Format Plugins for different Storage plugins

    Description

      Currently the only one Storage Plugin plugin has Format Plugins - FileSystemPlugin.
      But Format Plugins can be useful, for exapmle, for HiveStoragePlugin - it has Parquet and MapR-DB Json native readers, so Format Plugin configs for HiveStoragePlugin could be different than default. It will allow for users to enable or disable some existed configs there, for example: autoCorrectCorruptDates for Parquet or allTextMode for MapR-DB Json native readers.
      Also some other Storage Plugins can have other own Format Plugins.
