[DRILL-3394] default sqlline properties file is not read at startup to set properties

Description

I have my default $HOME/.sqlline/sqlline.properties file with the following in the file:
rowlimit=13
outputformat=csv

After starting sqlline I run !set to verify the settings were read and they are in fact just the default values of 0 and table respectively.

I have validated the path that sqlline has for the default path is the exact same path as the file I have and it has proper permissions on it to be read.
