Description

This sub-task is concerned specifically about cleaning up base ValueVector interface to handle the following:

1. Add package, class & method level documentation
2. Provide a cleaner abstraction, removing redundant, misplaced and incorrect methods
3. Use generic types & polymorphic interfaces.
4. Move common functionality into base class/es.
