[DRILL-1800] Drillbit is not sending COMPLETED status to the client when the query completes.

Description

The C++ client is expecting the drillbit to send a record batch with the query state set to either COMPLETED or FAILED. The drillbit is not sending the COMPLETED message so the C++ client hangs waiting for more messages.
