DefaultDecorationModelInheritanceAssembler fails with scp urls

    Description

      Working on MSITE-535 I noticed some weird things in the InheritanceAssembler when scp urls are used as base URLs. Apparently, inheritance only works with http and file urls. The relative link resolution shouldn't depend on the url protocol.
