Description

If endpoint is disconnected should we fail all action with notebook?

Case:

1. Notebook is running
2. endpoint is disconnected

Steps:

1. Stop notebook

Actual result:

1. Notebook is failed on DLab UI
2. Notebook is running on cloud console
3. Docker for stop is not run
