Description

Preconditions:

1. Notebook with name 'Notebook1' is created in Project1 by user1

Steps to reproduce:

1. Create notebook with name 'Notebook1' in Project2 by user1

Actual result:

1. Notebook creation is forbidden

Expected result:

1. Notebook creation is allowed
