Description

Preconditions:

1. 'Project1' is created
2. User1  from group1 is assigned to 'Project1' 
3. '$anyuser' is allowed only to do administrative operation
4. '$anyuser' is not assigned to 'Project1' 

Steps to reproduce:

1. Go to 'List of resources' by user1
2. Click '+Create new' button
3. Select project
4. Select endpoint
5. Select template

Actual result:

1. 'Select template' is disabled

Expected result:

1. 'Select template' is enabled
