Description

1.  Filter auto-clears after 3 seconds
2.  Change 'Select resourceType' -> 'Select resource type'
3.  Accept and clear icons should change color if hover the mo_emphasized text_use. Accept -> green, clear -> read
4. 'Close', 'Install' buttons are hidden if there are too many libraries in grid  
5. In 'Group' drop down list value should be:  Apt/Yum, Python 2, Python 3, Java, R packages, Others
6.  Drop down values should not have blue color. The style should be the similar as it is  on the other pages DLab
7.  'No data available' should have center alignment in 'Billing Report'/'List of Resources' pages. However after visiting library management modal window it changes from  center to left alignment
   It should filter by version not only by name in name text box
8. Remove extra information message 'Cannot retry to reinstall failed libraries: Exploratory Jup1 is not running' if notebook is in 'stopped'/'starting'/'Creating Image'/'stopping'/'terminating'/'terminated'/'reconfiguring' statuses
9.  If there is no any value in grid the style of drop dawn values should be as it is in 'billing report' page (see attachment)
