Description

1. Do not allow to stop environment if project endpoint is not in connected or disconnected statuses.
2. Do not allow to stop environment if notebook is in creating, starting, creating image, reconfiguring statuses
3. Do not allow to stop environment  if computational resource is in creating, starting, configuring, reconfiguring statuses.
