[DISPATCH-999] error querying large number of addresses with qdmanage

Description

Create 10000 addresses on a router then try and run:

qdmanage QUERY --type=address

against it. Get following error:

MessageException: [-10]: data error: (null)

This appears to be a decode error in proton-c. The message is received in several transfer fragments.
