Description

Running the mvn rat check plugin displayed these 4 files that don't have licenses specified in the LICENSE file

zd3-queue.min.js
d3.min.js
jquery-ui.css
jquery.tipsy.css 

Add the license information to the LICENSE file and once that is done, add these files to the rat-ignore part of the pom.
