Description

If I specify defaultDistribution: unavailable in the router {} block, qdmanage prints

LinkDetached: sender 2dc356e7-d1cc-45d4-b5f2-2c76023a5e52-$management to $management closed due to: Condition('amqp:not-found', 'Node not found')

If I add

address {
   prefix: $management
}

to the config, it works. As a default, I would expect that an implicit address such as '$management' should just work without any extra config even if the default distribution is unavailable.
