qdmanage identity reporting and lookup are broken

      Description

      This may be a duplicate, but I want to make sure it doesn't get lost.
      On master commit=81eee44, some entities (I tried router) cannot be looked up by their identity.

      Some identity lookups do work e.g. `qdmanage read --identity=allocator/qdr_general_work_t` - I think it is the numerical identities generated by C that are not working.
