Description

When a sender attaches to a router with a target address that has no consumers, credit is not issued until such a consumer is available.

If the first consumer is a node attached via an autolink (i.e. a broker queue), credit is not issued to the blocked sender(s) and they will remain blocked even though there is a valid consumer attached.
