[DISPATCH-421] Toasts messages are not logged in the rolldown "logging console"

Description

Do something that emits an error or confirmation toast. For example, delete an address as in DISPATCH-418. Then click the icon to open the logging console in the upper right corner. The error message from toast won't be logged in the logging console.

I'd expect the toasts to be logged in the logging console.
