Description

Treat inter-router data links differently for flow control:

• Outgoing link capacity is only used to limit balanced deliveries per-address (i.e. no address can have more than "capacity" outstanding deliveries across the inter-router link)
• Link flow credit is not tied to unsettled deliveries. This creates a risk of locking up a link for all addresses because one behaved badly.
