Description

Currently, leak suppressions include *libqpid-proton*. Such leaks can be caused by

1. harmless things in proton
2. bug in proton
3. bug in usage of proton by dispatch

Case 1 should be suppressed using targeted suppression. Cases 2 and 3 would still manifest as dispatch bugs to a customer, therefore should not be suppressed.
