[DISPATCH-1592] Show dropped routers in grey instead of displaying popup error message

Description

Currently, if a router is unreachable but is still in the list of known routers, an error message is displayed during each refresh interval.

 

Change this behavior to just grey out the unreachable router node. The message should still be added to the notification list, it just shouldn't show a popup.
