Description
In message routing the router ensures that at least the message annotations have arrived before the message is forwarded.
This is not the case for link routing as there is no need to parse any of the messages headers.
However if a partial link routed message arrives, and the amount of message data is < the default buffer size, then the message fails to be sent out of the router. The message transfer stalls and the link is blocked indefinitely.
