Create a periodic CI job that runs system tests using the thread sanitizer

    Description

      Running the system test suite under the thread sanitizer takes a long time.  Individual developers often do not have the time to run the thread sanitizer while developing.

      There should be a periodic Jenkins job that runs the dispatch tests under the thread sanitizer and notify the developers when issues are found
