[DISPATCH-1257] qdstat & qdmanage send bad initial response for EXTERNAL if --sasl-mechanisms is specified

Description

When using EXTERNAL, if the --sasl-mechanisms is used with qdstat or qdmanage, the initial response includes the binary literal for 'None' rather than null as the initial response. This is requesting None to be the identity of the connection which is incorrect.
