[DIRSTUDIO-1012] Wrong USAGE for 9 passwordPolicy attributes

Description

We have 9 PasswordPolicy attributeTypes which has a wrong USAGE value : userApplication instead of directoryOperation. They aren't modifiable by the users. That pops some error when we open this schema in Studio.
