Description

When loaded a schema using a SchemaManager in relaxed or strict mode, attributeTypes in m-must or m-may elements will not be loaded for schema which are disabled. The resulting loaded schema will be incomplete.

We should allow those attributeTypes to be loaded when the SchemaManager is in relaxed mode.
