digester-rules.dtd is not in source or binary distributions

      Description

      The Javadoc for the package org.apache.commons.digester.xmlrules mentions the file
      digester-rules.dtd. This is not to be found in either the source or the binary distributions. If it is
      somewhere else on the Jakarta site then a link from the javadoc would be nice!

      Recommend either providing the file in the distributions or linking from the javadoc, or preferably
      both.

        Ahh, sorry, found it in the source directory for xmlrules. A note to this effect in the javadoc, or
        shifting it to somewhere more prominent might be a bit more user friendly (for people like me who
        obviously can't work "find")

        i'm not in favour of making the dtd available from the jakarta site. many users
        do not bother to use a local version of a DTD. this results in poor performance
        for users and a unneccessary bandwidth hogging. the DTD is included in the
        common-digester.jar and that's the best place to get a copy from.

        but you're right that users need educating. i've committed an enhancement to the
        package documention that tells users where the DTD can be found.

        BTW it's in the source directory since it's part of the source.
