[digester][docs] HTML tags not encoded in Javadoc

      Description

      In the Digester's package summary there are a number of html tags which should
      be encoded in order to render properly in the HTML browser.
      An example of this can be found near the text "The result is that rules can be
      added for"...

      Currently in firefox the text in that paragraph becomes red on mouse-over (link
      behaviour).
