Description

The dist target fails because ../LICENSE is missing, for obvious reasons.
I think the build.xml should be fixed to conditionally use the local LICENSE.txt.
It is probably also a good idea to provide a separate target to build the jar
so that it can be build locally without building a full dist, in particular
without building the javadoc.
Other commons modules have similar issues.
