Maven build omits DTDs

    Description

      I did a "maven dist" on the CVS head and then tried to use the JAR with the Digester XML rules. My code could not load the rules from XML because the digester-rules.dtd was not in the jar.

      I'm no Maven expert, but I hacked at the project.xml file and did another build and the DTDs were there. See project.xml patch attached.
