[DERBY-5460] ant release should allow local.properties to exist

Description

We've allowed for the existence of local.properties in the normal build process, to allow different ant properties per multiple branches on the same machine.
However, ant release will check for svn stat, and if a local.properties file exists, will bail out.
It would be nice if the ant release target could ignore local.properties if it exists.

The work around is to use a $HOME/ant.properties instead.
