Description

To reflect the change for DERBY-470, the following information has to be added to Derby Tools and Utilities Guide:

Section ij commands and errors reference-->LocalizedDisplay:
NUMERIC and DECIMAL values are not localized on J2ME/CDC/Foundation Profile because of platform limitations.

Please review this. Also, is there any other place in the documents where this info needs to be added?

It would be great if someone working on documents can make this change.
