Document DBO restriction for four diagnostic VTIs

      Description

      DERBY-5395 restricts access to these four diagnostic tables/functions to the database owner:

      syscs_diag.statement_cache
      syscs_diag.transaction_table
      syscs_diag.error_log_reader( )
      syscs_diag.statement_duration()

      The topic "SYSCS_DIAG diagnostic tables and functions" should include this information.

          M src/ref/rrefsyscsdiagtables.dita

          I added a sentence to each topic and also took the liberty of correcting the spelling of "snapshot".

          Please let me know if the language needs tweaking.

          Thanks, Kim. The changes look good. For extra credit we might want to add similar statements to the descriptions of the other diagnostic VTIs, saying that they can be run by anyone even in a database protected by authentication and authorization. Thanks.

          Thanks, Rick! I've incorporated your suggestion in this second patch, DERBY-5404-2.diff, and updated the output file. I hope the new language is correct – please let me know if further changes are needed.
