Clean jars in \sane on windows when derby is rebuild

      Description

      While rebuilding the derby from sources(trunk) on windows(without Cygwin), iif jars are already in \sane due to a previous build, they need to be deleted manually, even if the build is performed with administrative priviliges.
      Disabling UAC too doesn't help.
      Expected Output: the jars should be overwritten in \sane folder when a build is performed
