[DERBY-4020] eclipse derby plugin problem

Description

After we install derby plugin (10.4.2) for eclipse, and wrote a very simple java database interface as embedded database, we could not call InetAddress.isReachable() to ping another host anymore, we got following error message -"An operation on a socket could not be perfromed because the system lacked sufficient buffer space or because a queue was full".
We have to restart the pc to get it to work again, it does not work even we get out of eclipse and get in again.
