No mirror sites are listed in the drop down box on the 10.2.2 download page hence the URLS generated fail.
Example:

Workaround: construct an appropriate URL referencing archive.apache.org - EXAMPLE:

http://archive.apache.org/dist/db/derby/db-derby-10.2.2.0/db-derby-10.2.2.0-src.tar.gz
