[DERBY-1880] Javadoc in 10.2.1.4 rc1 does not match layout expected by top-level index.html

Description

The top-level index.html (which is a good addition) is expecting the javadoc to be in the split jdbc3/jdbc4 layout. It seems the release candidate only includes the jdbc3 javadoc, directly in the top-level.
